The licensing
status of all projects is subject to regular reviews. These reviews may be
initiated as a result of:
|
● |
complaints from neighbours |
|
● |
regulatory agencies, in response to annual
reports which the project is normally required to submit |
|
● |
project initiation, as a result of expansion
of the project or other process changes |
|
● |
the need to upgrade an Authority to a full
License for existing projects. |
At any of
these stages, it is critically important that the project can sustain one or
more of the following positions:
|
● |
that the project has operated in the past
within its license/authority requirements |
|
● |
that the project can operate within the
benchmarks which apply to other industries of a similar type |
|
● |
that, where a project fails in either of the
above cases, the causes have been identified and the solutions to the failure
have a reasonable expectation of being sustainably implemented. |
These
licensing scenarios occur in most projects at some stage. The successful
resolution of these scenarios is largely dependent on the credibility of the
project, the data it has to support its position and the relationship
established with the EPA and its referral agencies.
